"Say" doesn't specify to whom it is said. On the other hand, "tell" specify to whom it is told. So for an example, if I have to say, "make a coffee" with say and tell, I will say,
1)Raju said, "he is making the coffee." (Not mentioned to whom, so "said".)
2)Raju told me that he would make the coffee. Clearly mentioned to whom, i.e., to me, so "told".
