The cynicism in this comment thread is abhorrent. Just because someone is poor does not mean it's their fault just as someone that is rich isn't necessarily rich due to their own actions. Call your therapist ppl. Or get one.

Sure. Give the irresponsible parents cash. Then they can buy themselves cigarettes and alcohol. How about teaching the parents to be better educated and get better jobs?
