That's a beautiful job, neat and attractive. The wood may be treated, so ground contact is OK. Then again, all fences touch the ground.

Over here in Pacific NW we slam 'em down deep like that in hopes that the cedar will take root and we end up with bonus cedar trees for added privacy, eventually 😮

So something I've learned in East Texas. The soil breaks down lumber naturally. We would put a rot board a 1x6 along the bottom and level it or run it with the desired grade. And we would set our fence pickets on that. It would keep everything straight and it's cheaper to sacrifice a 1x6 than a entire fence when the rotting occurred.

Unless those boards are very wet, nailing them tight together is asking for problems when it rains.
As others have said they have no business touching the ground.

He is building it right .How many of you on this page are professional fencing contractors? The worst fences I have ever seen are in Texas, they do not know how to grade the fences .I looked around and found a quality fence builder to build my new fence, and it is a beauty .I know we used to own a top quality fence business. So pay attention to the top of his fence, straight and level 😊

I use a 2x8x16 rot board at the base to tie 3 posts together. In this manner, 3 posts have to fail to bring the fence down. The rot board negates a need for a string. The pickets are placed on it and never make contact with the ground. The best part is that the weight (frame/pickets) is being placed on the rot board and not three 2x4x8s.

95% percent of that job is done very good! I’m sure he’ll dig out the bottom and lay river rock in the next one

It's not a good idea to have the wood touching the dirt because it rots 3 times as fast.
