4:46 - This example feels to generic to me. For fiction, literary agents require the pitch, synopsis and full manuscript when you submit anything. For non-fiction academic stuff, you can come up with a proposal and then publishers give you a deadline. IME, Good creative work is rarely conceived in a structured manor.

Also word-count is never the primary goal. The goal is to have a satisfying opening, middle and end, a narrative structure. If you have a lot of filler or padding, the book is not very good.
