I "used to know" how to do this, but as an "intermittent Blender User" (and suspect like many other Blender users) I for some reason couldn't "make it work" now when I needed it. So Your quick and succinct video was the perfect "remedy".

I've been using Blender exclusively since 2016 and it absolutely blows LightWave out of the water. But I still miss the simplicity of Drill and Solid Drill in Modeler.

Curious, does this have any benefits over extruding the stencil and doing a boolean difference modifier?

why even change it? the old method worked perfectly fine, it was plain and simple this one's just a ridiculous change that was completely unecessary.

what tool do you have selected in Edit view?

mine say that not other objects have wire or boundary edges to use for projection
