You guys must be living under a rock. China already reached out to the Taliban and discussed "win win deals". That said, capacity to extract natural resources won't be a problem

Don't underestimate the Taliban's ability to exploit those natural resources now. There's a big difference between now and when they ruled in the late 90's: their next door neighbor China. China has the money, the will and the need to get their hands on those minerals and rare earths to maintain their market monopoly. It won't be that difficult to amend their belt and road plans to now include Afghanistan.

And yes, China were in separate talks with the Taliban while the Trump was negotiating US Troop withdrawal with the Taliban.

As others have pointed out, and in summary: drugs and help from China and Russia willing to put their hands on the natural resources of the country (mostly minerals). Plus some help from Pakistani sympathizers, but that's secondary now.

china will have roads and railways built within a very short time and it will reap untold rewards from the mineral resources concessions. Afghanistan will turn into a mountainous version of Saudi Arabia!
