the most neglected destination for American/European expats is actually Japan. Yes it's ridiculously expensive in big cities. But in suburban or rural Japan, it's really cheap. You can buy a decent house at as low as 10K or 20K USD. You can renovate it cheaply. You can buy a cheap quality second hand Japanese car. And you can easily get a job as an English teacher. You can make your living with roughly 1K USD a month there including healthcare and even your retirement pension.

Paraguay I wouldn`t go, I heared a lot of horror stories about the government there, they had a census with very intimate questions with fine up to 100k Dollar for refusing to answer the questions or answer them wrong, they also had forced jabs in the past.
