- ‘To be going to’ is used to express the personal intentions or personal plans.
- The Present Continuous Tense is used to express agreement or other preliminary actions.

Sadly I don't think I'm going to able to see my mother this summer. In Germany we learn, that "think" is a signal word for "will-futur". Isn't that correkt?
