The Gods of the Delta set in the musuem as well is quite handy if you have an island that has several Trade unions. it lets you recuperate the influence cost.

A big island in the New World + Hacienda + Obrera Quarters + Local Assemblies policy.
5 influence per quarter is much more than from investors on the high difficulty (they give just one!), gives you a workforce and don't require many goods.
Manola is a perfect place to build a small museum/garden/zoo to boost required attractiveness.

lol you had the same bugged scenario of "No market!" in the newspaper. Uh, Anno, you mean the building NONE of your citizens will go without? Mine is always the DLC New World island, and despite markets all over the place I still get that damn newspaper article on the regular.

At least with using propaganda, you get the influence BACK after when a new newspaper publishes. I try to avoid the negative happiness and increased consumption news items since there are some significant by products of those.

Also, seeing your surplus budget warmed the cockles of my dark heart. 😁
