I personally recommend the really short fishing rods.
It can deliver a decent sting, is super cheap, and typically has a finger grip so you can practice with other methods of holding your weapon.

My friends from the SCA introduced me to those. A lot of them make their own from PVC and Pool Noodles. It works pretty well, just make sure you glue them to the pipe. They also wrap the noodle in Duct Tape to increase durability and personalize them.

As a fencer, I suggest you, if you want to start fencing, to find a club, where you can borrow gear for competitions and for trainings. About a year or two into fencing, most people buy their own gear.

I personally like calimacil's weapons for fencing practice. The foam they use is self binding, which means even if the sword is damaged it won't start falling apart. The shape of the weapons is also more accurate, and the weight is really not that far off from the real thing unless you're looking at heavier weapons like warhammers.

I actually got a pair of these with my friends a couple months back and must say, these are great. You can smack full force and barely hurt the other person so long as they’re wearing clothes. It does still sting a bit on bare skin but it’s not that bad at all. This is also assuming full force power swings which won’t usually be a problem while sparring or practicing. Anyways, they feel great, are super durable, and are super fun.

I just bought 2 saberforge lightsabers for my friends and I to fight with. It stings a bit when you get whacked but it only leaves bruises

I highly recommend looking up ducktape warfare. With that, you can make your own weapons and even armor

i've made a decent version of this with plastic pipping, foam, and tape from a hardware store. the cost is less than a dollar per sword, and you can put extra material at the tips to make thrusts very safe.

I’ve also found that Dagorhir, a larp system, is a great avenue to fence with people. It’s a little pricier unless you make your weapon yourself, but the foam swords have a minimum weight, so you can work with realistically weighted and balanced swords. Buy-in is maybe $40-80 for weapon ($20-30 in materials if building yourself) and maybe $40-60 for basic garb (non-white tee shirt and non-modern pattern pj bottoms)

this is ironic actually we were just today discussing the exact same thing at my club and how it's what we should recommend to beginners.

Personnally though, I'm fine with loaner gear until I upgrade (which I plan to do sometime in the near future). HEMA is really a life saver for me, I haven't been this engrossed in a sport for, like ever. So I don't plan on stopping any time soon. Heck I'm stopping rock climbing partly because that will enable me to do more HEMA

If I may offer a DIY alternative:
3/4” PVC pipe
A pool noodle with a hollow core
Duct tape

Stick the pipe in the noodle, leaving min. 3” of noodle free at the tip (safer thrusts), and giving yourself ample hilt room. Secure with duct tape. LOTS of duct tape. Wrap the whole dang thing with duct tape; like just about 2/3 roll for a sword (give or take).

It’ll look terrible, but it’s bouncy and very safe to use, and you can modify the designs to fit your needs—quillons, pommels, anything—just make sure there’s a lot of foam and no pipe on the stabby areas (that’s the important part). Need to designate the flat of the blade? Carve off a little foam on the sides with a knife (not too much though)

I also made a polearm version of this that is really fun.

How to do this at home with no gear needed
Materials:
Strapping/alien tape
Duct tape
A PVC pip of desired length -5 inches
Pool noodle of desired length -handle length
2 Pennies
Electrical tape
One cb inch of open squishy foam
Edit also needs a knife for the pool noodle and scissors for the tape

Steps:
Tape pennies to the ends of the pipe with strapping tape or alien tape making a cross then taping the parts of the tape on the surface of the pipe to the pipe in a choke that fully wraps around the pipe
2: take two inches of your pool noodle cut out a piece that’s about two thirds of the full circle as if it were a pizza or pie, then squeeze it tight and wrap strapping tape around it three times one on top one in the middle and one on the bottom this should be the same width as the PVC pipe.
3. Tape the thing you made In part 2 called a thrust tip to your pipe the same way you did with the pennies on the top part of the foam sword. This reduces damage from stabbing attacks.
3. Take off one inch of the pool noodle and put the remaining on your pipe and thrust tip it should be flush with the tip. Tape the top with a cross intersecting on the thrust tip and the bottom with four pieces of tape in a cross going from the pool noodles surface to the pipes surface touching the bottom of the pool noodle then wrap a piece of tape around the pipe where the tape to the pool noodle.
4. Put the cube of squishy foam on top of the thrust tip and tape it with a cross make sure to not tape hard and fold the tape at the edges the cross should connect to the pool noodle.
5 take the last inch of pool noodle not on the sword and cut a hole in it so u can put it on the handle then tape it on with a cross that goes on the surface of the pool noodle 90 degrees from that it should reach the handle wrap tape around the bottom of the handle to secure it
6 put duct tape all over it except for the handle the. Put electrical tape on the handle. The duct tape in the blade should all be vertical and the panel put the tape on the edge then 90 degrees away from that

Edit 3: for crossguard make a hole the size of your pipe in a pool noodle of desirable size put it on and tape it to the blade and the handle then wrap tape around the handle part
