I certainly have never left the salt mixing for 6 hours, if I did I would never get enough water for my 150 Gallon aquarium, and I don't use a power head either. All I do is add RO/DI water to a bucket (which is usually an old salt bucket), add the salt to the water,   and mix vigorously for 5 - 10 mins using a bit of syphon hose until the water is clear, so no cloudiness etc in the water, and then add to the aquarium.Never lost any livestock after a water change by doing that. I could do with a large water butt with a pump in it to mix easily, but for now that way works just fine.

An Auto-Top-off is for water evaporation and is used to add FRESHWATER to the system(because salt doesn't evaporate. Only freshwater does). If you have a Auto Top-off you need to turn it off when you do a water change because the drop in the water level will trip the auto top-off to send a surge of freshwater into the system. Other than that an Auto Top-Off doesn't have much to do with water changes. It's recommended that a 10% water change is done weekly for new aquarium for the first year.

For new tank, do I need to let sit for 6 hours or can I add as soon as it’s the right salinity? Just adding to start my cycle?

I also use a refractometer to measure my sg of the water. The problem with hydrometers is that a little air bubble can give innacurate readings. With a refractometer you just put a couple of drops of water on the lens and look through it with your eye, you can see the scale inside the view finder which shows the sg. Far more accurate than a hydrometer.

If you have a new tank how do you add salt to regular tap water and maintain it with tap water during changes? I don’t want to add my fish until my salt levels are right

I have a question. When setting up a new tank using a five gallon bucket to mix my ro di water and salt, if I mix the salt and water to 1.025 in the bucket every time to fill up my tank will that raise the salt level in my tank or will it stay a consistent 1.025
