Responding to comments about 24:25 in. Russia at least under Putin treats peace talks or negotiations as just another weapon of domination. Putin has not lived up to a single treaty or agreement with other countries. The only agreements he lives up to are those imposed by force or favorable at the moment to Putin. This is something that must be considered when talking to the Russians. It is a cultural thing.
