I can simplify by 2
169=13²; 961=31²; 403=31x13
then 13^2a= (13x31)^(-2b)=31^2c
13^a=(13x31)^(-b)=31^c

I already knew the answer is 0 when i saw the problem. Because 169^a = 961^c can be solved if a=c=0.
