That fence is goes down 6 feet into the dirt. They fixed the problem early 90s at the latest because bears were digging they're way under.

Can't they build overhead bridges for them to cross the road, at least wooden.

it's good habitat so more wolves will drift in, Canada has a lot of wolves.
