Well, Jim Keller says that it's not. The lower limit is the size of atoms, and you could make a cubic meter chip with that. That's going to be like hundreds of billions of times faster than today's CPUs

Moore’s law isn’t ending, it died, years ago. In fact Moore even put a time limit on his observation of 10 years of doubling. Transistor sizes have been shrinking at a reducing rate for decades and we aren’t even close to just original observation.

Taiwan semiconductor manufacturing‘s ultraviolet photography process is able to go down all the way to less than 1 nm and apples. Current flagship is 4 nm we still have a few more years of Moore’s law. Even if it’s not necessarily the same exact growth pattern.

3nm looks to be in good shape for the next gen of processors/graphics cards, but 2nm will be transitioning from finfet to gate all around. I could see this one taking way longer coming to market than 3nm did. Also, cache has reached it's maximum density, so logic is the only part that continues to scale. We will be seeing chips with tiny logic parts, and the majority of the die space wasted on cache. Who knows how long logic will continue to scale, as well.

You forgot the other part of the law, either the transistors will be doubled, or it will get double as cheap

Gordon Moore just recently Died March 24, 2023 aged 94.
This is a thoery, not a law.
chiplets break the "moores law."
inflation breaks it "moores law" too

I have doubts the 3D chips will help. Modern CPUs are already thermally limited and 3D will only increase the heat problem. Where’s that diamond substrate when you need it?
