Best shaver I've ever seen: a Hindu man on the banks of their holy river Ganga. No cream, no steam. Just a few drops of water for ceremony. He didn't even do these baby strokes. He'd literally flick his wrist. About 3min a person. People would be lined up. (In North India/Nepal, Hindu men usually shave their heads after they cremate a dead friend.)
