I have JUST realized something! After this, Regina and Emma took W!Robin to Storybrooke. I think that's why the wish (apparently) didn't work. Because Queenie deserved her happy ending too!

Well, david’s wish did help the Evil queen gets what she deserves. The wish bring back Robin of Locksley in the Wish Realm. And the evil Queen and WR Robin did live happily ever after

We were told you can't stole wishes from Genies they threw away all the sense making rules they established in OUATIW for that nonsense
