I've cleared out the HPET stuff as it can provide mixed results, Just stick with the system default setting

HPET off does cause higher average framerates but also causes inconsistent frame times and spikes which is the reason for lower 1. and 0.1% fps lows. Keep that in mind if you want your game more smoother overall.
