Is there a purpose for reducing the pixels when you create a new document? Does this help with improving the resolution?

Sorry, what do you do to get the "image" tab to appear on the top when selecting the whole image? I went stright to the "object" tab and It does displays the options on "image trace", however it does not allow me to select "Make" nor any other option ... What am I ignoring?
