It's important to note though the cold ability of Dabi isn't a quirk awakening and isn't part of his quirk, it's separate and he got access to it from hysterical strength.
Like in theory Deku's hysterical strength would give him a small amount of telekinesis

An additional upgrade to Shigaraki’s decay is the removal of the requirement of all five fingers touching something to decay it. This was shown when Shigaraki lost 3 fingers to Re-Destro. The drawback is the decay spreads slower the less fingers he uses. I heard he could also decay things with any part of his body ever since the awakening, but I don’t know if that’s true.

technically Dabi didn't have an awakening, it was always there, just so much weaker than his fire that it only became apparent in an extreme circumstance.
