If your not a sailor an anchor is supposed to represent someone that keeps you steady, grounds you when you need it. A ships wheel represents someone that always steers you in the right direction.

Getting a tattoo in the first place is just stupid. It makes you easier to identify by law enforcement, FBI, CIA, the ink usually ends up damaging the liver over time, an allergic reaction to the ink could end up with a long stay in the hospital. Removing the ugly thing is costly and time consuming as well as painful.

Tattoos used to be what drunk sailors had done to them in foreign ports.

They normally said "Mom" in a heart or something deep & meaningful.
Seldom perverse or dark.

Only time those were seen were on Hells Angels MC gang.

They were nearly always done in a place where they could be discreetly covered.
