Goku actually offered to use the Super Dragon Balls to revive Frieza but Frieza declined, stating “the Earth’s dragon balls will do”. Goku let Frieza set himself up. Call back to Namek.

That scene in the anime was clean as hell ngl. The lighting, the way Frieza’s mere presence turns the space into something sinister, as if his soul is so twisted that it poisons everything it touches..

And Goku is just standing there. Smiling. Not the dopey smile of the idiot Super tried to make him, but the calm smile of a man that Knows Something You Don’t. I don’t care if it was an accident; I got chills.

Bro I loved how Goku seemed to be playing Frieza at his own game during the recruitment scene. It showed that Goku has developed in a very cunning way.

Goku: You know what? I know you're playing me, but you're right. I want to see your power.

Also Goku: I may be stupid but I'm not stupid.

Well in the end in the anime, Frieza really genuinely wanted to go back to hell anyway just because he didn’t wanna hear everybody cheering for victory for a few minutes 💀

Honestly would've been a REALLY cool moment for the two if Goku finessed Freeza like that; especially after having worked so well together in the tournament of power.
Plus, since there are other dragon balls on other planets, Freeza could always have been revived again by someone else, and trained to get his black form. It'd make his appearance during the heaters arc in the manga so much more impactful too, since from Goku and Vegeta's perspectives, Freeza woulda just appeared out of nowhere and completely packed them up.

Unfortunately that was a limitation with Kami's set, not Dende's. When Dende was brought to earth, he not only gave us more wishes but removed the limitation of "can only be revived once"
