New York Governor Andrew Cuomo announced that out-of-state travelers from designated states must provide location and contact information before they leave the airport. Travelers who ignore the mandate will be subject to a fine and court summons for mandatory quarantine.

Isnt this backwards? If an infected person arrives at the airport & only has to give contact info before being released to the city then how exactly did it help? Why not test people before taking a chance others would get sick?
