Everytime you get too close to them they walk away. It’s like they’re making themselves go near miss instead of you.

its like there is larger hitbox around car and when it touches npcs they get pushed away and execute dodging animations

I personally think it's a shame i cannot runover ppl in NFS unbound, or at least pass through them

yeah, so it's pretty much like fh4/fh5 creatures. once you try and hit them they swerve in the left/right.

Reminds me of this old racing game. Can't remember the name, but there were also pedestrians. They'd also just move to the side if you're about to hit them, no matter how fast. I remember playing the demo. Was in London I think and it was snowing? Might be remembering it wrong.
EDIT: Found it. Midtown Madness 3. Well it wasn't set in London, so I definitely remembered that part wrong as a kid.

I just came here to see if running over pedestrians and hitting them it’s possible or not. Now I see. You can’t. And if that’s the case, I know why: First, this game isn’t about killing and so on. Second, Licensing Restrictions (Brands Don’t want to see their cars, being destroyed or, running over pedestrians or catching fire and something like that. Otherwise, this game would be delisted.
