Yes, Forspoken is one of the games ever. The characters are in it, the voice actors are acting, and the plotline is definitely one of the plotlines ever written.

Yes, you can actually control HOW OFTEN the characters toss out quips. The developers put in a "dialogue slider" indicating that they were fully aware that the dialogue was awful but kept it in anyway.
