Total Commander is a good tool to copy in this situation. It will still prompt you, saying "The target name length (xxx) is more than 259 program will not be able to access a file/directory with such a long name!" You can select "Keep all" to proceed. Give it a try!

Easiest solution is to rename the folders in which that file is present. Read on for Instructions(the technical terms i use will noobish and simplified for better understanding)
Lets say, the problem creator is a jpg photo file called : . We all know Windows has a 255 char limit, but as you can see it is less than 255 characters, but WHY cant i delete, open, move it? Because it is in a folder that has long name . making the directory path go something like
: C:\Documents\

We cant modify the jpg file, but we can definitely modify the folder in which it is presents. So rename the folder to small name so that it becomes something like
: C:\Documents\ Photo

Now u can modify the jpg photo's name to something small and use it.

Remember, we cant rename files which have long name... but we can rename FOLDERS that have long names.

You can try LongPathTool to fix this problem. It worked perfectly for me.

This does not work when your are copying/backing up multiple files and
you have many files with long names. The only options it gives you is
to skip these files or shorten the names. Shortening the names is
impractical because there are so many and in different folders, and not
copying them by skipping is not an option, since these files are too
important.

You could do the copying through Ubuntu if your windows file are accessible from Ubuntu.

Great, but sometimes this solution is just not possible. The problem is that this is not a solution to the problem. I expected a solution to copy the file to the destination folder without changing name, nor moving the folder to a shorter path. That is, changing windows behaviour. The funny thing, is that the file system perfectly supports very long file names like the one in the example. Is windows GUI which doesn't. If you know how to make a java program, just make an small snippet to copy the file with the long name to the long path. You will notice that there is no problem at all with very long paths.

Or use TeraCopy. It worked for me. TeraCopy is thug life. It gives zero fucks against the character limit of Windows

i wanted to move "this long file" from 1 hdd to another...on 1st is ok, while on 2 not....weird.

This is absolutely one of the more annoying things about Windows. I am not sure if Mac does the same.
