The part at 2:32 about the second E disappearing if you swap cancel is misinformation. The only reason you are observing that is because swap cancel behave differently when out of combat (idk if it's a common behavior to every resonator but it is the case on Yinlin and Calcharo).
If you're in combat, you can swap cancel the second E anytime you want, and I invite anyone who doubt it (including tenten) to actually test it in combat. Furthermore, at the time code of the video you are not performing a "swap cancel" but a "dash cancel" which behave differently, so maybe it's just a terminology error on your part idk.

I thinkkk iirc Yinlin's 2nd part of her 2nd Skill cast can be swap cancelled EVEN before hitting the target DURING battle/if there's a target. The example in 2:33 doesn't have a target thats why the animation is cancelled. Same for her Forte, it is swap cancellable if theres a target, but if theres none it won't iirc. This is also the case for Echoes like Dreamless where it doesnt cast full when theres no target but it will if there's a target. But in my experience for Echoe Tempest Memphis, for the Claw part animation where u will get the buff after its two tail whip, its not swap cancellable u need to do the full echoe animation. It is a short animation but still kinda leaves u vulnerable .
Please someone test it im out right now Im not sure of this.

for the second part of her skill, it can be cancelled with her echo, you just need till the end of the skill attack to cancel. However, if you switch cancel to another character when you attack an enemy, Yinlin still perform full attack for her skill even using it at the begining of her second part of the skill.

The full animation of Flutist if you hold it is actually longer than Tempest Mephis. It's not great for her considering 10 concerto energy is achieveable must faster with her basic attack.

A lot of swap cancel cannot be done if there is no enemy. Like Yinlin 2nd skill will be continue even after you swap out right after casting if there is enemy.

I'm really considering moonlit set given that I have so much electro dmg on that set I stop counting at 7 and just lock the subsequent electro echoes

Honestly speaking after trying the event with encore and yinlin. it feels like its so much simpler as a team cause you just have to mind the swap cancels tho this is only in my opinion. Its like you dont have to mind other variables with the team and it still deals damage although not as much if you do a perfect rotation but just swap canceling each skills, charge attacks, etc. it felt so much simpler

Agree on running Yinlin with havoc rover. So much easier to play than the insanity that is trying to optimize with Calcharo.

For me personally the ability to slot yin lin in literally any team and have her perform is massive. The only other unit that is comparable in that regard in terms of versatility is Verina and we all know how good she is.

With her signature she does bonkers high numbers. S+ tier if you have it. It's probably more important to mention in wuthering waves since signature weapons are easier to get than the character (on avg.)

How is she not perfect with Calcharo since she buff both of his main damage source. The swap penalty is built on Yinlin kit so unless they release an electro character that uses her both buffs like Calcharo but with faster animations, then Calcharo is the best partner for her by a mile. However even that is debatable since quick swap makes your team durable.
