Looking at the comments all of the people commenting have no clue of these key details

1) the ones in front are cadets (aged between 12 - 18) from the military youth organisation known as the Army Cadet Force

2) the guard was not addressing the cadet on the right to move away, he wasn't even looking in his direction, there is an alcove behind the wall where tourists tend to stray so he was addressing random tourists not the cadets (i urge you to stop making it a race thing aswell as it does no-one any favours especially if you don't know the context).

3) the cadets are allowed to be in uniform if they are attending an event which at Horse guards is very likely

4) the behaviour and uniform of the guard in the background is tradition (traditions of which the ones mocking him i can guarantee your countries have their own versions of too you pillocks!) never mock something you don't understand or aren't a part of!

5) pictures are allowed at Horse Guards by anyone as the court yard and parade ground are classed as public areas when there are no parades so what the cadets are doing is not wrong in the slightest.

Always educate yourselves about a subject and gather the context of a situation before passing judgement, otherwise you make yourself look more of a fool than what you claim the guard or the cadets are being!
