well we kinda do already have a ring of sorts from all the space junk we have sent up over the decades, tons of satelights are up in the sky some of which i can personally see nightly as they zip across the sky, then theres the iss which can be seen in orbit, and the other night i seen the spacenet or whatever the billionairs called there satelight system i seen it overhead as a chain of what looked like stars tied together, so yeah i would say we already have that artificial ring going on here

Saturn has no asteroid rings, just rings. Asteroid has a specific meaning that doesn't apply to the debris circling the planet.
