In terms of phrasing and feels, is there a clear way to distinguish listening between 4/8, 4/4?

The example in the video sounds like 4/4 feels, and I'll like to know if there are any reason to not write in 4/4 specially?

Could I ask why in some places are the quarter notes barred and in others they are not. i.e. the difference between bar 1 and bar 7. Thanks

I have to play Symphony in E minor from the New World by Ant. Dvorak. It called for 4/8 time.😳Thank so much for this explanation!!!☺️
