In this video I demonstrator how to create a simple New User Account request process using a SharePoint List and Power Automate. Using the Entra ID Actions for User Creation and Adding a person to a Group.
The workflow could be extended to include additional groups and also to update an existing user if their details change, for example new role or change of name.
If you want to add a new user request to your Intranet, then you could use a customised List form, PowerApp or Microsoft Form to capture the request information.
