You only take damage from the first thing that hits you in a specific interval, and all other forms of damage won't register until this tick/frame of time has passed. That's why you don't die instantly from full health, since that health is enough buffer from an arrow. Without this buffer, you die, and not even the healing arrows can save you.

The reason for this is because you can only be hit by up to i think 2 or 3 arrows at once after that it stops registering for i think some where between 1-5 ticks

Pro tip :- If you want to stop any zombie from despawning but you don't have any nametag, you can give zombie anything which he can hold in his hand like any block, tool, armour piece, etc thing in Minecraft
