Revenge of the Sith has a epic coherent  story filled with depth, heart, emotion, amazing battles, the best and most lightsaber battles. The Jedi Purge/Order 66 for example is packed with such heart felt emotion. Also the way Palpatine manipulated Anakin to turn to the dark side by using Anakin's own wife is great story telling at its best. The plot makes perfect sense. The Last Jedi had none of these qualities.
