To be clear the Republic did in fact utilize AT-ATs and AT-STs during the final months of the Clone Wars. Mostly in the form of prototypes such as the AT-XT and AT-HE Walkers. The AT-AT itself saw it's debut at the Battle of Jabiim. However the early model AT-ATs were unstable and kept falling over and getting stuck in the mud. So the Republic prematurely retired the AT-AT. Under the Empire the AT-AT returned to active service as several variants were made (Rebels AT-AT, Rogue One AT-ACT, and ESB AT-AT) however they still weren't common as Luke Skywalker and the majority of the Rebellion were still unaware of it's durable nature. In Canon the Republic never used these Walker models. But in Legends they did briefly before discarding their impractical designs which were later picked up by the Empire.
