When you stare directly at the sun—or other types of bright light such as a welding torch—ultraviolet light floods your retina, literally burning the exposed tissue. That is why most of us can’t stare at the bright sun for too long. Our sensitive eyes begin to burn, and we instinctively blink and look away to avoid discomfort.
Now let's say some crazy and evil scientists kidnap you to conduct some experiments. They'll take you to someplace where the sun is exposed from sunrise to sunset. They're putting you under a machine that doesn't let you close your eyes and changes orientation according to the position of the sun. This way it's made sure that you stare at the sun for 12 hours straight.

Actually at sun rise you can stare at the sun for minutes without feeling much (don’t try it unless u research more), this is when the sun is very low and not very bright and at the point where minimal UV light is penetrating through the earths environment. Mid-day is a whole different story though.
