A half japanese youtuber said that policemen in duty in Japan are quite often bored because there are very few crimes there. So when they see strangers they go "control" them just to pass time and give to their hierarchy the illusion they are working. Strangers are easy target because they step up, and most of them don't understand what's happening. The guy said the smartest move in his opinion was to comply quickly because the faster you do the faster you get rid of them.

I've lived in Japan for 12 years, and I had a pair of cops stop me and ask to look in my bag for the first time back in October. While they were searching my bag, an old man walked by and very angrily scolded them for searching me. Cuz they also patted me down before searching my bag

They do random bag checking of foreigners because they want to look busy. Since the crime rate is so low in Japan they do this so that they can put it on the daily report that they checked foreigner's bag for suspicious items. Sometimes they even ask for passport. Even if you don't show them passport its fine. They just do it to kill time.
