The time signature of this song is 13/8 + 14/8 repeating. The "ticking" pulses on the 8th. You can count this out over the 4 chords that begin looping at 0:35. Not sure if there's a more meaningful subdivision of those bars (those drums are spicy) but that's what I've been able to find so far.
