Sasuke got the Rinnegan when Kabuto was trying to save Sasuke after Madara made him a selfiestick, becuz of the Hashirama cells in Kabuto the cells were transferred to Sasuke, since Hashirama is Ashura reincarnate and Sasuke is Indra reincarnate, he got the Rinnegan. When the Tomoes apear on Sasuke’s Rinnegan, it means he is using the Rinnegan with EMS powers, if there are no tomoes, it means hes not using EMS powers

I have a theory, it has no actual proof but is interesting, we know Madara awoke his rinnegan really late into his life, to the point where he needed to be plugged into the getto statue to stay alive, so he couldn't really use his rinnegan properly, and it isn't actually Nagato's, so my theory is just like how someone awakens a 1 tomoe sharingan (sometimes 2 depending on their skill level) and train with it to awaken all 3 tomoe, maybe the rinnegan works in a similar way, where you start off with no tomoe and eventually unlock them and once you unlock all 9 you get a rinne-sharingan and sinse hagoromo gave sasuke the rinnegan and hagoromo lived with the rinnegan for so long he awoke it to 6 tomoe

Amaterasu: Sasuke can unleash from is left eye
Kagutsuchi: Sasuke can control amaterasu flames from is right eye
Different eye can use different abilities
other's examples:
Itachi's both eyes can use Tsukuyomi but only right eye can use (but not control) amaterasu
Obito's left eye (kakashi's) can suck something(or someone) in the kamui dimension from distance, his right eye can be casted on himself or object he is touching.

So sasuke's rinnegan has tomoes to keep him "cast" Amaterasu, because if he only had is right eye he can only control amaterasu, but if there isn't amaterasu's flames that eye is useless.
For example Madara's only had normal rinnegan, in fact he (and Nagato) don't use any mangekyou abilities, only Rinnegan's abilities (except for the susanoo but he uses it even without eyes so...).

Edit: Also sasuke's Rinnegan was original, because his sharingan had a special ability, Amenotejikara, and only original Rinnegan users can have unique abilities. Mostly like mangekyou abilities are only of the user that awakened, for example sasuke's can't use itachi's tsukuyomi even with itachi's eyes, and if an uchiha take a mangekyou sharingan but didn't awaken his own can't use the mangekyou, kakashi and obito's awakened likely because they experienced high emotional trauma in the same instant and the transplant appened in an non-awakened sharingan and kakashi wasn't an uchiha so he can't have his own mangekyou. For example Nagato and Obito couldn't use Limbo, Madara's rinnegan ability. Because Nagato and Obito "borrowed" Madara's Rinnegan. In fact they can only use basic Rinnegan's path, like human and Deva path.

I don remember any rinnegan user switching. Only seitch was from sharingan to ms, or ems. Not from sharingan to rinnegan. Once you awake rinnegan you only have rinnegan

Fun fact naruto's six paths sage mode form is actually his version of being a 10 tails jinchuriki let me explain the tailed beast are all giany chakra momsters naruto got some six paths chakra from madara plus minato's half of kurama and thanks to hagaromo he gave naruto the ability to connect to all 8 tailed beast chakra at once as long as kurama was inside of him and kurama acted as the base for the gedo statue instead while thw other 8 tailed beast funneled their power into kurama granting him all the same abilities and boost that obito and madara had when rhey had the 10 tails themselves so essentially naruto also was one he had the ability to fly control truth seeking orbs use all of the 9 tailed beast powers at once immune to normal ninjutsu and etc and he got even more powerful after regaining the half of kurama that was stolen from him so really naruto's form is really his own version of the 10 tails jinchuriki form that madara and obito undergone in a different form plus even madara and obito had different looks madara looked a lot more regale, obito looked more fleshy and naruto basically had a more KCM like appearance, as for why sasuke had his rinnegan look different it could be more in lined with 3 things 1: the hashirama cells he had we're heavily modified and that played a major role in him awaking his rinnegan early than madara, 2: similar to how not every MS looks the same the rinnegan may follow a similar rule as the otsutsuki themselves awaken different types of rinnegan momoshiki's are in his hands and are red with no tomoe, kaguya has one big giant rinnegan (ik its a rinne-sharingan it's still technically a rinnegan) in her forehead and its a darker shade of red too ontop of that, and urashiki although filler was supposed to appear in boruto the movie has the most unique rinnegan of all being able to change the color of them and activate and deactive tomoe at will the point im trying to make here is that depending on the user the rinnegan may come in different looks and maybe awakened on different eyes weather it maybe the elft right or in both eyes with or without tomoe coming with its own unique abikity tied to the original owner.
