Page 39 of chapter 6, Sasuke clearly says that he has a limit on the number of people he can travel with. Implying that the more people he brings with him, the more of his chakra gets drained. I believe he also said this in the anime. Fans have a selective memory and are just fishing for something to complain about.

Most of the "no chakra" things is from an arc where he had his chakra straight up TAKEN from him, so he is recovering a little at a time and keeps using it up
