I think him be alive would just emphasize how far ahead Garp and roger were. Also it would make sense if it was him if his dreams were so crushed that his crew disbanded and he swore to never let anyone else be king. Sentencing all who dare to a water grave with a whirlpool but then again I think dragon has some sort of weather fruit so I could see it being him.

I hope it's xebec because when it is said that Xebec fell into ruin, it doesn't state he died. Meaning that at Godvalley, Xebec lost everything (his will, His Crew, his prowess, his fame, etc). This would turn him into a mear Wreck of his former self living off the last few remains of life he has left.
