Oda doesn't just add the line "Or preserved for the future" without some weight behind it, we've all learned not to brush things off from Oda, so I'm about 60-70% sure that's Xebec based off that line alone and with all the knowledge we have on him.

I think people need to understand what that other prisoner said “he’s either dead or preserved for the future” oda adding things has always got some meaning I personally think this is him foreshadowing very very early on even if he isn’t rocks d xebec (i really hope he is) but it’ll be something that’ll happen with or around him
