It makes sense, because to have antagonists that ruled the world hundreds of years, you have to basically get rid of them. In fiction stories, the protagonists (Luffy and SH) cannot kill them, it’s not morally just for them to do so. Even knocking them out with a blow or apprehending them isn’t enough to disregard the main antagonist from the story. We need to physically see them drown to death, burned alive, or explode in a way where Luffy doesn’t directly kill them. OR the other option is to have the Antihero (Xebec) of the story that mediates between the protagonist and antagonist of the story and have him go on a killing spree against the tougher antagonists until he finally dies from the main villain antagonists. The Elders, Holy Knights, and CD’s seems like a lot of antagonists that you just don’t knock out and put in jail. You have to get rid of all of them out of the story, which means death.
