Kuvira is a highly proficient metalbender, and that is where she excels. In fact, she overrelies on it so much, she sometimes prefer not to earthbend at all.

Ghazan may not avoid her crippling attacks, yet he is a more powerful earthbender with by far the most destructive bending.

I think the edge goes to Ghazan, but he wins with extreme difficulty. Otherwise they are highly lethal equals.
