Start with a go kart. Cheap, easy to work on, less likely to get into legal trouble, and all around fun even when you do eventually get a car.

It's better to learn with no e brake at all, it will give you a much better feel for the weight transfer and the e brake will come in handy later when you get the hang of how the car transfers inertia from side to side

Use All Seasons for rear and Track Tires for the front.
