"ultimate dark lord" and "true purpose" are some interesting takes on Vader.
I feel like it's pretty well established that Vader was significantly weaker than he could have been after battle of fates.
As for his true purpose I suppose you could argue that in the end, had he not been a factor in Luke's journey things may have turned out differently. The more I think about it the more I think you're onto something but it still seems kinda short sighted in a weird way.

No.
A lightsaber scar wouldn't look like that. It's a burn with high intensity. I urge you to go see what the aftermath of an accident with a blowtorch looks like. A lightsaber is a larger, wider and much more intense heat. He'd be lucky not to look like Two Face.
