Yes, he wanted to avoid a confrontation with Palpatine, and he believed that whether Vader lived or died was not up to him. He felt that killing Vader would have been a mercy, which Obi-Wan felt none of at that moment, and he left his former apprentice’s fate to the Force. However, he also saw that there was one other thing that he needed to do, which was to look after Padme and her children. He felt that that was his way to honor the man Anakin once was. It’s sad, yet hopeful. In the end, Obi-Wan chose to be a Jedi.
