I work for a city and manage programs, including a down payment assistance program that is city funded.

Also HUD has two different DPA programs. That I work with.

And no these are not taxed. And all federally funded DPA assistance is a forgivable loan.

Your repayment to HUD(federal dollars), state, and city is living in the home as your primary residence.

I believe it is “up to $25, 000“, depending on a lot of other things. Also, this handout will be aimed at “1st generational homebuyers“. In other words, you will be eligible only if you have never owned a home, your parents never owned a home, your grandparents never owned a home, your great grandparents never owned a home. It sounds like new immigrants —legal or otherwise—will be given preference.

wouldn't this cause more inflation especially in housing causing real estate and property taxes to increase? And when property taxes increase rents increase. Hurting the middle class in the long run. I feel we should focus on the supply of houses rather than the demand?

This is a very bad idea, it was already done in Canada very similarly, 25k for first time home buyers... The prices in Canada are higher than ever, the average for the entire country is almost as high as the average for only California despite average income being less than the US and a lot less than California. They have had to do more and more programs for first time home buyers as it has gotten worse and worse.

Problem is 1: there's already FHA 2: we would see a lot of people buying beyond their means. That $25k gives an extra $125k in buying power. That's an additional ~$900 / mnth. If a bank tells them the max we will lend is "X" amount, guarantee majority will look at houses ranging at that max approval. Then what? 2008 again?

That's going to drive housing cost even higher. There's already a housing shortage because people are not selling their homes when they have 2-4% interest rates.
