In chapter 27 of sunrise, Tam Amber says “Not again. Oh, not again” when Lenore Dove is dying. This coupled with the gravestone, I took it as confirmation that Lucy Gray did actually die, and Tam Amber either witnessed it, or found her afterwards. I think it’s meant to be clear. She’s gone, but Snow never knowing that continues to haunt him. He’s still bitter about Lucy Gray, we see that in how he talks about his perception of Lenore to Haymitch, which I take to mean he still doesn’t know Lucy Gray is dead. I think it’s meant to be devastatingly significant to the reader even though it’s such a small detail through Haymitch’s narration because that’s not his focus, he never even asks what Tam Amber means by “Not again.” That line wasn’t for him, it was meant for the readers.

What pissed me off about Katniss in Mockingjay was she was so unsympathetic to Peeta who loses his whole family! Yet he plants Primroses in honor of her sister! "You know you could line a thousand lives and not desire that boy". I felt it in Mockingjay
