Vice President Kamala Harris proposed a smaller increase in taxes on capital gains during an economic speech in New Hampshire on Wednesday, breaking with the policy laid out by President Joe Biden in his 2025 budget. “While we ensure that the wealthy and big corporations pay their fair share, we will tax capital gains at a rate that rewards investment in America’s innovators, founders and small businesses,” Harris said, saying her proposal would raise the tax rate to 28% for those making $1 million or more.
