on "Let's connect you to a network", press Shift + F10 on the keyboard.
In the Command Prompt, type the command OOBE\BYPASSNRO and press Enter.

This worked! Finally a better option. Microsoft should be ashamed of forcing users to sign in using a Microsoft account. Especially when W11 can't be set up.

I couldn't type anything in cmd window, then I figured out I have to first click inside cmd window, then I can type. It worked for me 👍

For me it does not work. It says: " 'OOBE\BYPASSNRO' is not recognized as an internal or external command, operable program or batch file." - I try it on Surface Go 2.

It worked, but not the true solution to solving the real missing network problem.
Very weird and annoying having to do this to enable the secret options.
Also,
It seems my computer has no network adapters detected.
Will have to fix this now.
Thanks for posting this solution, helps to try troubleshoot the issue.
